Another thing about AOE Rotation :
Divine Storm (https://www.wowhead.com/spell=53385) is not used at all (or maybe it's not counts the mobs).
I believe AOE logics need to work like this:
1. Use all buffs (https://www.wowhead.com/spell=384376) (https://www.wowhead.com/spell=343527)
2.Cast Final Verdict (https://www.wowhead.com/spell=383327) if you have 25 stacks of Divine Arbiter (https://www.wowhead.com/spell=404306) or Empyrean Legacy (https://www.wowhead.com/spell=387170) active and 5 Holy Power.
3.Cast Divine Storm (https://www.wowhead.com/spell=53385) if you have 5 Holy Power or Echoes of Wrath (https://www.wowhead.com/ptr-2/spell=423590) active.
4. Use other spels
5.Cast Final Verdict if you have 25 stacks of Divine Arbiter or Empyrean Legacy active and 4 Holy Power.
6.Cast Divine Storm with 4 Holy Power.

Ill look into this. Currently finishing up Guardian druid.
 
Wrathful Sanction grants you Echoes of Wrath, causing your next Templar's Verdict or Divine Storm to deal damage a second time at 25% effectiveness. This effect does not consume Judgment.

As for buffs. Ill add these soon. I have different Spell IDS for the buffs you said. Could you send me the buff ids via In game witrh Tool Tip to confirm
